Obviously, because its cheap. You can build a competitive decks for under $10 and have a lot of fun for a good while. But not only that. Its so cheap, its quite feasible to buy all the cards for all the tier 1 decks for under $150. That's the cost of 3 video games or 3 board games giving you access to a very deep experience with decks that vary wildly in their strategies.
And that's not all. Because its a classic format, the metagame changes very, very slowly. A new expansion might create a new deck or modify a couple slightly, but this means the metagame evolves very slowly over time. This can be a bad things for those of you who have time to play magic 4 hours daily, but for me, where I can barely play one single organized event a week, it gives me plenty of time to try out many decks and get to understand them without all the strategies switching and being pulled from under my feet.
So basically, classic pauper is the perfect format for those who don't want to spend much but want to have that competitive feeling for their hobbie.

I love it because it's cheap, but still manages to please me. It's so easy to make a cool deck with a chance to compete.
