Back in the days when I played Legacy Tarmogoyf was the defining card in the format and most decks wanted to splash for G for Tarmogoyf. That being said, what is the defining card of Pauper?
I don't think there is as clear answer, but Mulldrifter would be one option. Mulldrifter is just very efficient and I don't know if any deck that plays U doesn't want Mulldrifter. It's that good.

Mulldrifter is a good pick but it's rather exclusive to blue Lotus Petal I think would be a good one it works in most any deck.

That's a tough question. The problem with Tarmogoyf is that it was - and I believe still is - played both in aggressive and control-ish decks. In Pauper, on the other hand, aggressive decks tend to be mono-colored (e.g. Goblins). Therefore, I'd say that something like a Pauper-Tarmogoyf doesn't exist (I don't know of any non-colored artifact creature that all decks would like to include). For the more control-ish type of decks, I'd certainly agree with Matti and go with Mulldrifter. You always get blue mana somehow (Terramporphic Expanse for an Island, Ravnica bounce lands with blue, Prophetic Prism, etc.) for a couple of Mulldrifters.
