Seems like it could work. Boomerang would need to be in the deck in some number. Simply it's ability to Time Walk an opponent that just dropped a Ravnica bounce land makes it work a slot in a mana denial deck. I also like Aether Tradewinds. You have to bounce one of you own permanents, but you can make that work for yourself.

Maybe even a U/B style denial deck discard/ counter and a lil land destruction. Plus with blue and black you get access to the tempo creatures which if unanswered will eventually beat face to victory lol

I'm liking the sound of this deck (but that's probably just because I'm a bad person ). The deck could use creatures like manowar to keep the opponent on the back foot and make them keep playing spells while keeping them on the back foot. ( I don't know how to insert pictures on my phone so imagine a nice pretty picture of manowar here )

Sorry I've been off the boards a bit, taking a summer class that's eating up all my free time. But I'm still mulling this style of deck over in my head, and found another card that fits the theme: I'm wondering at this point if the list just shouldn't be mono-blue.

My thought would be that by the time you're considering a triple colored casting cost, mono colored should be the way to go.
I can't even imagine drawing two of those. Well I can, and it involves punching a computer monitor. ;D

What do you think about Floodbringer. It fills two roles: 1: It is a cheep Creature with evasion. 2: You can tap there lands given you have enough manna.
